Tokyo Shibuya is currently undergoing a regional revitalization project. Developed jointly by three railway groups in Japan, with Shibuya Station as the center, the project aims to break away from the stereotype that Shibuya is only for young people to hang out. Nine combined office and shopping center buildings are already under construction, and the entire project is expected to be completed by 2027, creating a new image of Shibuya for adults.
Today, Piao Er wants to strongly recommend to everyone the first phase of the “SHIBUYA SCRAMBLE SQUARE” East Building, which opened on November 1, 2019. It has a total of 47 floors and is 230 meters tall, becoming the tallest building in Shibuya. After taking a stroll, I found that it is super suitable for people who like Japanese-style cultural and creative products. Home and lifestyle products, as well as self-branded clothing, are all great to buy. In this article, I will share with you the recommended shops and restaurants in SHIBUYA SCRAMBLE SQUARE!

SHIBUYA SKY 360-degree Open-Air Observation Deck
The “Shibuya Sky” located on the top floor of Shibuya Scramble Square has become a new Tokyo attraction for both Japanese and tourists since its opening. With a 360-degree outdoor observation deck, visitors can enjoy views of Tokyo landmarks such as Tokyo Tower and Skytree, the bustling Shinjuku area, the romantic Tokyo Bay, and even Japan’s iconic Mount Fuji. The most popular spot for Instagram-worthy photos is the glass corner. Here, we have compiled a guide on transportation, discounted tickets, shooting angles, and must-see facilities.

14th Floor Lifestyle Goods
Except for the offices on floors 17-45 that cannot be visited, from floor 14 down, Piao’er introduced the rest of Shibuya Scramble Square. Since floor 14 is the entrance to SHIBUYA SKY, most people will come here first and then continue to explore. Piao’er personally loves floor 14, which is dedicated to lifestyle goods. There are many Japanese-designed household items on display, such as “MARK’S STYLE TOKYO” which offers work desks, notebooks, daily necessities, and more. It’s a great place for office workers to take a stroll.
There is a Kagurazaka Tea House near the ticket entrance of SHIBUYA SKY. This Kagurazaka Japanese dessert shop is a very traditional Japanese dessert that Flo has eaten in the store and is a taste that the older generation in Japan loves.

Shibuya Scramble Square 12th and 13th Floor Dining
Aside from the observation deck, Piao’er always visits the restaurant floors of every department store. What’s unique about Shibuya Scramble Square is that, aside from local Japanese restaurants, there are also many international cuisine restaurants and bars, creating a more foreigner-friendly atmosphere. Whether you want to eat sushi, hot pot, Italian pasta, or French cuisine, you can find it all here.
Even Din Tai Fung has set up shop here, with long lines forming even before meal times. Actually, the taste of Din Tai Fung in Japan is slightly different. Piao Er, who misses Taiwanese cuisine in Japan, highly recommends giving it a try.
The “MONJA MOHEJI” on the 12th floor is very popular among young Japanese and mature women. It is a new type of Japanese-style text-burning restaurant that combines traditional Japanese and French styles, located in Tsukishima, Tokyo. Come and taste the new Japanese cuisine in Tokyo!
11th Floor Lifestyle Goods
Going down to the 11th floor, you will find popular stores such as TSUTAYA bookstore, Starbucks coffee, Nakagawa Masashichi Shoten, and Kiho Yoshii Manufacturing. You can grab a cup of coffee and enter the bookstore to read in a quiet space. The window seats also offer a view of Shibuya cityscape!
10th Floor Lifestyle Goods (TOKYU HANDS)
The Lifestyle goods on the 10th floor is TOKYU HANDS, but it is different from other TOKYU HANDS in Tokyo. It has many pop-up design concept exhibitions, and designers in related fields can gain a lot of inspiration by visiting.
2-9F Fashion Clothing and Boutique Area
Floors 2-9 are more focused on fashion and boutique items, with some lifestyle brands interspersed. You can find international brands similar to Michael Kors, but there are also many popular Japanese fashion brands.
The Francfranc on the 9th floor is a store that drives Piaoer crazy, and you can also process tax refunds! Piaoer used to think that Francfranc’s product quality was not very good, but Shibuya Scramble Square was the first time Piaoer made a big purchase and couldn’t bring everything home, which made Piaoer look at this Japanese lifestyle brand with new eyes.
If you like dreamy and elegant girly style, modern fashion design, and pink rose furry girls, you must come and visit their home furnishings and sundries.
REAL DRIP COFFEE No.12 by Shima Coffee Shop is a well-known coffee shop in Japan where women often queue up for a long time. It is a new type of coffee shop operated by UCC, a major coffee company in Japan. If you like Japanese-style coffee, you must come and try the hand-drip traditional Japanese coffee!
B2~1F Food, Desserts, and Bakery Shops
The B2 to 1st floor is a must-visit area for tourists looking for food, desserts, and bakeries. If you want to buy souvenirs or taste world-famous desserts, this is the place to be.
Whether it’s Parisian pastry shops, Japanese wagashi, chocolates, or cakes and cookies, they have it all.
Shibuya Scramble Square is really great for Piao’er to shop around. I think women aged 18 to 35 should love it, but Piao’s mother, who is around 60 years old, has no interest in the things here.
